The Story

United Nations Interim Security Force for Abyei (UNISFA)

On 27 June 2011, the United Nations Security Council authorized the deployment of a peacekeeping force to the disputed Abyei Area, which lies between northern and southern Sudan and has been claimed by both sides. The Council’s decision followed renewed violence, escalating tensions, and significant population displacement in the Abyei region, as Southern Sudan prepared to formally declare its independence from Sudan on 9 July 2011, in accordance with the 2005 Comprehensive Peace Agreement. In the weeks leading up to the Council’s decision, Abyei, rich in resources, had witnessed deadly clashes that displaced over 100,000 people.

With the unanimous adoption of resolution 1990 (2011), the Security Council formally established the United Nations Interim Security Force for Abyei (UNISFA) for an initial period of six months. The mission comprised up to 4,200 military personnel, 50 police personnel, and appropriate civilian support. The resolution authorized the use of force to protect civilians and humanitarian workers in Abyei and stressed the need for UNISFA’s swift deployment. The Council also urged Secretary-General Ban Ki-moon to take the necessary steps to ensure the rapid and effective implementation of the resolution.

This new peacekeeping operation followed an agreement reached on 20 June 2011 between the Sudanese Government and the Sudan People’s Liberation Movement (SPLM), which called for both sides to withdraw their forces from Abyei and allow Ethiopian peacekeepers to take over security duties. Known as the 'Temporary Arrangements for the Administration and Security of the Abyei Area,' this deal, brokered by former South African President Thabo Mbeki, aimed to provide a neutral third party to monitor the volatile border region between north and south.

On 29 May 2013, the Security Council, through resolution 2104, increased UNISFA’s military strength to 5,326 peacekeepers, as requested by Sudan and South Sudan on 8 March 2013.
