The United Nations Transitional Authority in Cambodia (UNTAC) was established in February 1992, following the United Nations Advance Mission in Cambodia (UNAMIC), to oversee Cambodia's transition to peace and democracy after years of conflict. UNTAC’s mandate covered several crucial areas, including:
- Promoting and safeguarding human rights,
- Organising and conducting free and fair elections,
- Military arrangements and ensuring disarmament,
- Administering civil functions and maintaining law and order,
- Repatriating and resettling Cambodian refugees and displaced persons,
- Rehabilitating essential Cambodian infrastructure.
UNTAC played a critical role in Cambodia’s first democratic elections in 1993. After the elections, UNTAC was replaced by the United Nations Military Liaison Team (UNMLT), which operated for six months. The UNMLT comprised 20 military observers tasked with maintaining close liaison with the Cambodian government and assisting with residual military issues from the Paris Peace Agreement.
Personnel who served in UNTAC for a minimum of 90 days were eligible to receive the UNTAC Medal. The medal's ribbon reflects the Cambodian landscape and political context. The ribbon features:
- Green: Symbolising Cambodia’s paddy fields,
- White central stripe: Representing peace,
- Red stripes: Representing the flags of the various factions involved in the peace process,
- UN blue and Supreme National Council blue: Representing the international peacekeeping efforts.
Countries that contributed military personnel to UNTAC included Algeria, Argentina, Australia, Austria, Bangladesh, Belgium, Brunei, Bulgaria, Cameroon, Canada, and several others, showcasing the broad international effort in supporting Cambodia’s transition to stability and democracy.
